With the constitution in place, officials and government leaders were popping up all over the place. Land Acts set the pace for land in the western frontier. Foreign policy however, is the next great step. French, Spain, England, all of them had bitter feelings for America. These countries treated America like crap, and thought that they were simply the farmers of the great nations of Europe. The United States proved them wrong however and sent representatives to the countries to work out alliances. They were presented though, rather hostile however, as pointed out in the XYZ affair. The countries did not respect them, and thus the United States set out to earn their respect. Through war nearly broke out with France, it never fully did. Why is this chapter important? Here is where we start to see the United States divide a bit via the two party systems. The beginning of these two parties effects the US greatly and are still around today via the Democratic and Republican parties. Also, in this time quarrels with other nations came to an end, as we signed a peace treaty with France that stopped a war from breaking out, and settled problems with England in order to start trade back up with them. It was also during this time that many of the details of our country came into play. The national debt was created, along with the judicial system, thus creating courts across all 13 states.</p>
